Limit Records in Excel Based on Cell Value

I am creating a userform where I initially ask the user how many irrigation zones they have. Once they enter that number, I would like to create records 1-X (let's say 12). I don't want to be able to add more zones than that. Is there a way to artificially limit the number of records a user can enter?

For instance:

How many zones do you have? 12

Then the data sheets would automatically populate records 1-12.

Does that make sense?
