Missing Formula Bar Functions

Lately I have been experiencing an issue with my formula bar that doesn't appear to have been picked up or questioned anywhere else.

Essentially what is happening is that on some spreadsheets the insert function button and cell number/coordinate box are missing and the formula bar extends the entire width of the screen. Whenever I have tried to search for a solution, most people's responses has been to point to View --> Formula Bar check box. This is not the answer.

This problem only seems to affect a small number of spreadsheets but its really quite frustrating. I am hoping someone can point me in the right direction.
