How can you automate Excel?
Press Alt+F11 from Windows Excel to open the Visual Basic for Applications (VBA) editor.
Hallo

You could hide the comments from the view, and then activate a similar procedure (To improve)
Insert image objects requested and start testing!

Sheet1
Code:
Private Sub Image1_MouseMove(ByVal Button As Integer, ByVal Shift As Integer, ByVal X As Single, ByVal Y As Single)
    Cella = "J8"
    Application.OnTime Now + TimeValue("00:00:05"), "my_Procedure"
    Range(Cella).Comment.Visible = True
End Sub
Module1
Code:
Public Cella As String

Sub my_Procedure()
    On Error Resume Next 'To be managed differently
    Range(Cella).Comment.Visible = False
End Sub
