Nested IF

In 2 col, I m having either 0 or 1. In 3rd column i want to do the check (permutations & combinations).
It is like:
0 0 A
0 1 B
1 0 C
1 1 D
How to do it?
Also, how to count nos. of A, B, C & D generated?

=IF(C1<=$A$1,0,IF(C1<=$A$2,$B$2,IF(C1>$A$3;$B$3;"No Answer")))

How to COUNT the number of appearance of B1, B2 & B3 appeared in column D.
These 3 answers can be placed in X1, Y1 & Z1 respectively.

=COUNTIF(D:D, B1)

Sir,
IT WORKS except 10001 is showing No Answer.
I am checking COUNT formula now.
