PERSONAL.XLSB is locked for editing by enduser

How do I get this message from popping up every time I open an excel file even if it doesn't have a macro built in? No other file is open on the computer. I have removed all VBA code form the personal macro workbook, but it didn't change anything. I tried to save the personal macro workbook, but it says it's read only. I checked the properties tab of personal.xlsb and saw that the file was not in read only status.

Windows 10 machine

Select the data and press Alt+F1 to insert a default chart. You can change the default chart to any chart type
Delete it
- not required unless being used
- easy to make a new copy when required

File path - try amending the name and look here
C:\Users\??csenor??\Roaming\Microsoft\Excel\XLSTART\PERSONAL.XLSB
