You will first need to “name” the range in the other worksheet. Highlight your list of values, then Insert>Name>Define and type in a name, e.g. myrange. Hit ok.
No select the cell where you want the drop down list to be and go to Data>Validation on the Settings tab, change the “Allow” box to “List” and in the “Source” box, type:
=myrange
