Run a simple macro via hotkey only for certain cells possible?

As a short example (I can build off) if a user selects within a cell in a certain column and pushes enter, the enter key instead of its usual function would insert a line break and a bullet point.

Is this something there is a function to be able to do? Is it possible to temporarily re-bind a key like enter depending on the selected cell? Thanks!

Do an internet search for SEND KEYS. There are tons of examples how to run a macro using a single or combination of keyboard key presses.
