Scroll bar issue

I have an issue with the scroll bar when I click on the left or the right arrow to move just by one increment at a time the scroll bar keeps moving without stopping until I move the cursor from the arrow on the scroll bar (I am using just 1 at the incremental change in the scroll bar format control)
I tried uploading an XL2BB file but as I saw, charts and tools like scroll bar aren't supported with this feature, just ranges as I conclude.
Could you please help with this issue?
