Simple entry question

I have 2 simple quetions
1. Is it possible to make a cell required field depending upon data in another cell. The idea is to prevent operator from carelessly skipping required fields.
2. is it possible to have a calendar pop up in date field .
Any suggestions will be greatly appreciated.
