Sorting macro skips the first row and begins sorting the second

A simple sort routine is being used across a number of reports, but there's a few instances where the sort begins on the second row (row 13) and the not the first (row 12). It's strange, because the same code works fine in the majority of cases.

Any ideas?

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
.Header:=xlYes

means you have a header row which is not included in the sort. Change it to

.Header:=xlNo

and try again.
