struggling with Match and Index

I need help

Im trying to look up crew number based on Day number and Time

sheet 1 has in A1 the Day number of the year
A2 has the hour
I want the formula in A3 to find Day number and Hour number in sheet 2 and return crew number


sheet 2 has a database A1 is day number, A2 has Hour, A3 has crew number
