syntax error

What is the syntax error in the following line.
I want to merge two cells into one and maintain the the format of the percentage.
ActiveCell.FormulaR1C1 = "=Rc[-3]&"",""&text(Rc[-4],0%)&"",""

Also looks like you're missing a closing quotes.
