I need to chart data but I need to know when specific benchmarks are reached or exceeded. Since I have multiple, I am not sure how to do this with a target line. Is there another way to set solid lines across the chart at 0.30, 0.50, and 1.00? Is there a way to select just those horizontal lines on the chart if I set the vertical axis from 0.00 - 1.00?

You have not told us what chart type you have as a base chart.

Perhaps this article will help: Add a Horizontal Line to a Column or Line Chart: Series Method

I will be using a simple 2D line chart. I set the axis from 0 to 1.0 with major marks at .1 so the 3 values where listed on the chart. I then used the line tool and drew lines over the axis lines to highlight them a different color. Asnlong as no one modifies the chart axis, this should be OK for now.

Thank for,the article link.
