Conditional Formatting - Icon Set

Good afternoon everyone,

I'm thinking this is an easy question but I'm having a brain fart and can't figure it out. Basically I have a spreadsheet where I need to have a red light whenever the percentage is less than -8% and a green light whenever the percentage is more than 8% and have no lights whenever the percentage is between -8% and 8%.

Is it even possible to use negative percentages for conditional formatting?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
Assuming you want to start with A1, in conditional formatting write =IF($A1<-.08,1,0) and then make the fill color red. Then add another conditional formatting that is =IF($A1>.08,1,0) then make that fill color green
