Can an Excel workbook be compiled into an executable file?

I have a an Excel workbook which I want to distribute to customers to do estimates. My customer base is just approaching the 20th century and use everything from Lotus to Quattro Pro. The workbook uses extensive lookups, calculations, and macros which are not compatable with anything older than Office 97.

You can't distribute a project without the user having the full version of Excel installed on their machine i.e. the free Excel Viewer probably won't be any good because it only allows you to view and print workbooks.
