Applying different conditions to the same sheet

• The columns are non-continuous.
  
• the values in the columns are 0,1,2 and a blank _____.
  
• while averaging it should only consider cells which have values 1 and 2.
  
• if all the cells are blank then the average value must be blank and not zero.
  
• If the cells contain Blank and zeros only then the average must display 0.

This sounds confusing, to me "while averaging it should only consider cells which have values 1 and 2" contradicts "If the cells contain Blank and zeros only then the average must display 0."

Are you able to provide some sample data along with some examples of your results, with an explanation behind why the results are occurring?
