Calculate 4th Friday from a date

I need to collect forms from many departments. I want to give each department 3 weeks to a month to return their forms. I would like calculate 4th Friday from the date I asked them to fill the forms.
For example, if I asked them to fill the forms on November 20th, then they should get the forms back to me by December 15. If I asked them on November 24, 2017, then they should get the forms to me by November 22.

Thanks Mole999. I adjusted the formula to add 21 days and it works for 9/19/2017, but not for 10/27/2017. :(

This formula will give the same results as Rick's

=A1+29-WEEKDAY(A1+2)

or perhaps more transparent with WORKDAY.INTL

=WORKDAY.INTL(A1,4,"1111011")
