Conditional Formatting: if date value (x) is greater/less then percentage (y) then the cell color changes

I have a conditional formatting question regarding dates. Below are the two scenarios:

  • If the values in column H have passed (e.g., 12/01/2012), fill the cell in red. I tried to do this with the Conditional Formatting under Highlight Cell Rules > A Date Occurring, but it didn't work for any of the selections for the past.
  • If the values in column H are approaching 30 days from the effective end date (e.g. today is 2/5/14 and the effective end date is 3/7/2014), fill the cell with orange.

Any help is appreciated. Thank you.

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
For the first part, do you mean anyday before today, if thats what you mean, then in conditional formatting, For some reason, i cant post the formula as is here. hence

Approaching 30 days? You have to be more specific, maybe from 28 days to 30 e.t.c
