Convert Excel 2007 workbook to web app

Hello-

I have a client who is developing an ROI calculator in Excel 2007. They would like to consider converting the workbook to a web app eventually.

Questions...

1. Is there a way to do this within Excel 2007 natively?
2. Are there any "best-of-breed" tools that can be purchased for this task?
