Count by date & time

I have a workbook with multiple sheets. One named TSA Daily & another one called TSA Support. In cell "B1" has a date and in the column on TSA Support (Column A) that has dates & time stamps.

I want "C5" on TSA Daily to count how many times the Column L has something in it if the date is equal to B1 with the time 8:00 AM - 8:59 AM.

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
Depending on your ver. of Excel try either the COUNTIFS function in C5 or the SUMPRODUCT formula.
