Custom X-axis? hide row number - group plus/minus

Hello all,

I'm hoping someone can help me out as I've searched everywhere to no avail!

1. I'm trying to have 2 x-axis, where I can place the year as I've illustrated.

2. I'm wondering if possible to hide row numbers for specific rows? ie. the ones I've highlighted - I'd like if the row number wasn't visible for those I choose.

3. I'm wondering about how to move the group plus/minus to the top.. as I'm on Mac - I've only managed to find Windows versions from my searches; the bottom is counter-intuitive so would like to be able to get the controls at the top/ beginning if possible!
