Dynamic Cell Hyperlinks (CTRL+K) without using macros

I have a dilemma. I need to present cells with both an LOV and make it a hyperlink.

I can use data validation to create a dropdown list of values in a set of cells.
But in that same set of cells I need for each cell to be a hyperlink to an area where the user can enter notes pertaining to the cell.

Example:
Cells F9, F10, and F11 are row headers (Say with Book, Toy, and Box values.)
Cells G8, H8, and I8 are column headers (Say with Red, Green, Blue values.)
Cell F14 has the value Book / Red. Cell G14 is a blank cell where the user can enter notes about Book and Red.
Cell F15 has the value Toy / Green. Cell G15 is a blank cell where the user can enter notes about Book and Green.
Cell F16 has the value Box / Blue. Cell G16 is a blank cell where the user can enter notes about Book and Blue.
Cell F17 has the value Toy / Red, and so on...
Cells G9:I11 need the functionality I described.
- When the user CTRL+Clicks on G9 they can select from the dropdown list of values.
- When the user left-mouse-clicks on G9 then the hyperlink takes them directly to G14.

I have not figured out how to have a single cell be both a hyperlink and display a dropdown list. (I know how to make a cell adjoining a dropdown list cell into a hyperlink, but that doesn't meet my need.)
