Excel VBA Workbook.Open changes Format

Hello
i have the following problem:
All Cells of the Wokrbook are in the general format. When i open it manualy it looks like this:

349,878235
21,04166836,66666829,89583446,0416639,479168
350,06109627,86713440,70221328,87237954,32400550,008747

<tbody>
</tbody>

But when i use Workbooks.open the opened Workbook looks like this (Format of the Cells changed to Number):

349.878.235
21.041.66836.666.66829.895.83446.041.660
39.479.168
350.061.09627.867.13440.702.21328.872.37954.324.00550.008.747

<colgroup><col span="6"></colgroup><tbody>
</tbody>

Additional Info:
The Workbook is an Excel 1997-2003 .xls File and i am using Excel 2016

Welcome to the forum.

Try specifying the Local:=True argument for the Workbooks.Open method as well as the file name.
