Formula for populating descending rows depending on date range

I am trying to create a formula that shows team members that are on PTO for the current week. Each day of the year is listed in tab “Data” in column A and the names are listed for who is covering Category A, Category B, Category C in columns B through D and PTO1, PTO2, PTO3, PTO4 are columns E through H. I would like the names of those on PTO for the current week to show in tab “Dashboard” with the name and date off starting in B43 for the name and D43 for the date and populate the next row down for each person out within that week. I am not sure how to create what I am looking for.
