Formula validating multiple values

Hello,
I'm trying to write a formula that passes or fails a value.
example: The user types into a cell "ABC 123"
The ABC is a constant therefore it is just a matter of IF=(D10="ABC","pass","fail")
however the 123 must be equal to another cell (d4)
so the formula I'm trying to write looks something like IF=(D10="ABC" + D7, "pass","fail").

This does not work, any better methods?

I think there is more to this.

You pass automatically if there is just "ABC"
or
You pass if you have "ABC 123" and (D1) matches "123"

Otherwise fail?

The user types into a cell "ABC 123"

If they type it into D10 then my fomula will work. Well I missed out a space so.
=IF(D10="ABC " & D7, "pass","fail").
