Help with Formatting Cell with Custom Number Format

I am trying to use this trick to get a cell to display a whole number while the value of the cell still shows the decimal place:

I am formatting a cell with "##,%%" (or "##,{Ctrl J}<ctrl j=""></ctrl>%%" (where Ctrl J is pressed in order to enter the %% as a Carriage Return aka new line) in order to get a cell value of "0.5" to display as "5" but still show "0.5" as the value. Word wrap is activated. This works.

However, I also need to get another cell with a value of "0.05" to also display as "5" (while the cell value is still "0.05").

I cannot get this to work. None of my attempts are displaying the cell as "5". I can get it to display "50" while the value is "0.05". I can also get it to display "1" while the value is "0.05". I cannot get it to display "5" while the value is "0.05".

Any help?
