How to max sum of value to 11.5 and subtract difference from other cell

Hi all,

Can someone please assist with providing the following formula to calculate how to max out the total cell, (Q13=16.3 on my worksheet) to 11.5 and then subtract the Q13 difference from the cell that says 8.8 (P12 on my worksheet) This an attempt to calculate the difference in labor for individual people, once one person reaches 11.5 hours, it will need to take from the second employee's hours in P12 until those hours are depleted to 0. If anyone can help it would be greatly appreciated!
