I have looked at a dozen pages and I cannot understand why this is not working.

The INDIRECT range on the left should be exactly the same as the range on the right but I am getting #REF !.

=SUMIF(INDIRECT("'" & A11 & "'!" & AM2:AM5000), ">0", 'West Creek'!AM2:AM5000)

The value in Cell A11 is, "West Creek".

My goal is to copy this cell in the overview page to lookup values in other worksheets.

When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.
Try
=SUMIF(INDIRECT("'" & A11 & "'!AM2:AM5000"), ">0", 'West creek'!AM2:AM5000)
