Macro wont work after being emailed

I created a worksheet that when filled, the user can hit a macro button to send the form to me.
when they get the form it and try and send it back to me, it says that an error occured initializing the VBA libraries (40040).

how do i get this to work?

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
This might happen if you are using two diffrent versions of Excel. Try going into the VBE and click on TOOLS>REFRENCES

Make sure that the following options are checked

Visual Basic For Applications
Microsoft Excel 11.0 Object Library
OLE Automation
Microsoft Office 11.0 Object Library

using same versions and the settings are the same.

tried on several computers and all say the same thing.

even tried saving the file as macro enabled and then sending it and nothing.
any help would be appreciated
