Office 2013 Best way to Use A template when Access creates the Excel file.

I have an Access database that creates a spreadsheet everyday. The user wants me to use conditional formatting and certain allignment rules for each cell. The User will need to be able to manipulate the data from the new file. I know Access but not Excel. I am not sure how to apply templates to a new excel file. I know I can set up an excel file but how can I generate a new Excel file and allow a template to be used. Thanks for any help.
