Questions about my Excel homework

Hi! I study use of Excel in my university, but I've encountered insurmountable challenge in my latest homework. No previous teaching material or guidelines provide any kind of help in this task, and I wonder if someone with more brain than me can give a little hint where to start at least. I understand that I can't upload worksheet, but pictures should be be okay, right? If someone can give help, I would be so grateful! :)

To add - I got task 1 right, but task 2-4 are beyond my intelligence.

Lock one reference in a formula
Need 1 part of a formula to always point to the same range? use $ signs: $V$2:$Z$99 will always point to V2:Z99, even after copying
instead of just posting a pic, which many of us are unable or unwilling to get, try explaining what you need to do, along with what you tried, and what didn't work.
Many members here are against doing homework for students that have shown no effort to solve the question themselves

@ Worf, not all members are willing - or able - to access file hosting sites, that's why I asked for the OP to share their info here :)
