RED if number its higher than budget (negative numbers)

Excel Facts

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
I'm able to make it work each cell, not in bulk.
I wish to do something like: Apply to range: D9:D25 and the same on custom formula: =(D9:D25<B9:25) but didn't work.

Make it works with apply to range = D9,D10,D11,D12,D13,D14,D15,D16,D17,D18,D19,D20,D21,D22,D23,D24, then custom formula =(D9:D24<B9:B24)

Thanks anyways.
