Selective data from each column, sum, convert to %

have a database of properties with their local market price listed by location and price, have to be distributed between two,, in different % ( Eg 40:60, 50:50 and any % b/w 2 columns) i can play around by placing properties on both the side but should total it up to 100%

the properties (market values) placed in 1st column should not be present and should not allow to be placed in column 2

thereby the total on both the side should add up to 100%

And is there any macros that can be created
