Text input, percentage output in a chart

I have a 10 step process for creating classes. As each step is completed, an "X" is placed in the spreadsheet cell. If 5 steps are complete, I would like to have the chart display that 50% of the process is complete. How do I assign a 10% value to the "X" in the cell in the spreadsheet so that the chart displays the correct percentage complete?

FYI...I was able to get this to work by entering 10% in each cell, but I was asked to assign a value to text ( an "X") to simplify.
