Pesky formula! Can anyone see where I am going wrong please?

="Book Value as at "&TEXT((DATE(YEAR(D7)-1,month(d7),day(d7)),"dd/mm/yy")

Another way (two less function calls)...

="Book Value as at "&TEXT(EOMONTH(D7,-13)+DAY(D7),"dd/mm/yy")

But both of our formulas will report March 1st for any February 29 in a Leap Year (which may be what the OP wants).
