There are no macro's under the Macro name dropdown (while there are in VBA Editor)

Why do I not see ANY macro's in the left image while I do see macro's in Alt+F11???? This goes for all my workbooks. I have restarted, repaired Office; checked all Trust settings... no clue.

What you are seeing is the modules, not the subroutines.
Are the subs in the modules in the Personal Workbook all private subs when you open them? (or are the modules even empty?)

No, public mostly.
But I found a solution: I think somehow my PERSONAL got altered (I was refreshing power query (mashuploader?) while executing a macro (patience is a virtue vs. there is room for improvement in PQ...) so simply using an old backup of PERSONAL and copying all modules into it solved the problem.

I found a solution: I think somehow my PERSONAL.XLSB got altered (I'm not sure how but I think I was refreshing power queries in excel (mashuploader?) while executing a macro (patience is a virtue vs. there is room for improvement in PQ...?) so simply using an old backup of PERSONAL and copying all modules from the most recent but faulty PERSONAL.XLSB into it solved the problem.

Btw, another symptom (should anyone else come across this bizzarrr glitch): I could also not see any macros under Choose commands from in the Customise QAT menu:
