VBA Code to create new excel files based on content of cell from a data file

Having trouble getting vba code to work that will look in column "d" of worksheet to see if <>"NI" and loop thru to create a excel file for each row this true a with template excel file and rename to value stored in column "b". Code needs to allow for user to select location the template file is stored and then select where the files created are to be stored.
