Where should I put the module Workbook_BeforeClose?

I need to protect only cells in column A starting on row 13 that are not blank when the workbook closes.

I have read many links on this subject but it will not work. Workbook.BeforeClose Event (Excel)

It always prompts me to save the document and never protects the cells when I close it.

I tried to save it at the workbook level but I am not sure how to do this.

I saved it on the worksheet, didn't work.

I saved it within a module, again didn't work.

Where should the module be placed?
 

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
Goes in Thisworkbook which is found in the VB Editor under your project in the folder Microsoft Excel Objects.
