Convert HTML option tags into Excel

Does anyone know how I can take a text file with html option tags and convert them into two columns with multiple rows in Excel?

Can I assume that you have already attempted to copy the table from the HTML page by clicking at the top left of the table and then either dragging to the lower right or scrolling to that position to then Shift/Enter and the copy/paste to your Excel sheet?

Beyond that I regret that I offer nothing further.
