do query and offset work together?

Currently I have an offset function that I use to grab every 12th cell (starting at the first one and I can drag down as many rows as necessary). Here is the offset function:

=OFFSET
('Travis Jones'!$C$1,(ROW('Travis Jones'!C1)-1)*12,0)

Is there a way to use the query function to go down the list of the whole sheet instead? I tried:

=query(OFFSET('Travis Jones'!$C$1:C,(ROW('Travis Jones'!C1)-1)*12,0))

but it gave me every cell and not just every 12th cell. I feel like I should be using the mod function with Query, but I am honestly lost at how to make Query work and only grab every Nth cell?
