Lookups

How many lookups is an Excel spreadsheet limited to? One of our users wants to have 18,000 lookups on one sheet.

I think that's limited by computer memory
I've used as many as 24,000 vlookup formulas on a single sheet going from one workbook to another (512 MB RAM) but it took some time, and as soon as it finished I copied and pasted as values to ease calculation pressure on the machine.
