Macro, Function , or other option?

I am working with 2 worksheets in a file. One the first, I am entering data from a survey (by survey #, member ID and by question). I would like to sort by member ID and take all of this information to the second worksheet where I will then, hopefully, use the concatenate function to enter the needed information into the appropriate cell. Will a macro work? Function? Combination? I desperately need help. Thank you.
