About SMALL function

Hi, everyone!
First of all this is my first post in this great site of information.
I found many solutions in here like filtering data values, sorting and gathering array values in excel.
Ok, here I want to ask for some help.
The problem is getting smallest date values of C904.
In my excel file worksheet "events" I constructed array formula with SMALL function and it doesn't return smallest January date value of C904 and also skips some smallest February date values.
So, I inserted my excel file link.

Most people here might be able to answer this question for Excel, not Google Sheets, as this is an Excel forum.

Google has a forum pertaining to their products, which may be more helpful, if you are not actually using Excel.
