Automate IDs Based on Tiers

Hi all,

I have attached my document with my desired result in the link below (I can't figure out how to add an excel document to this page). Below is a quick summary of what I'm looking to do (it's also in the document). I appreciate all your help and please let me know if you have any questions!

1. I want player's ID's to automatically populate in column B based on if they are the specific position and the speicifc tier found in the Data portion in columns P through T

2. I will use a vlookup to get the players name next to their ID, but I would love to add their comment (found in column T) to their name. If it isn't possible to add the comment, it's not a big deal.

3. If I decide to add another player to tier 2 to make 3 players in tier 2, I want the "tier 3" to move down one more cell so there is a space between tier 2 and 3.
