Conditional Formatting depending on number in another cell

If I have a "1" in column C, and my number in column L is less than 2,000 I need the cell to highlight red.
If I have a "2" or "3" in column C and my amount in column L is less than 8,000 I need the cell to highlight red as well.

Is there a formula I can put into conditional formatting to get this result?
