Conditional formatting for large number of cells - not working

Greetings,
I'm working with MS Excel 2016 setting conditions on a large number of cells.
I can't seem to get it to work if I copy from a correctly set cell(using a formula), and paste the formula in another cell.
I also can't get it to work if I select all the cells first and then apply conditional formatting.

I'm not sure if I need to enter the conditions in a particular order.

This is the order I have them in (formula).

=AND(G9>=TODAY()-60,G9<=TODAY()-31) orange fill
=AND(G9>=TODAY()-30,G9<=TODAY()-1) yellow fill
=TODAY() red fill

If anyone can help, much appreciation.

Can you sort left to right?
To sort left-to-right, use the Sort dialog box. Click Options. Choose "Sort left to right"
OK - so I needed this really fast, so I copied a cell with the conditional formatting, then pasted special using FORMAT only.
To speed it up, I created a few macros to repeat the function.
