Is there a way to convert a Microsoft Word document that is formatted in rows and columns like an excel spreadsheet in Excel?

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
How about just copy and paste?

Doing just a cut and paste messes up all the formatting from what it looks like in the Word document.

You will need to provide a lot more detail, then. Your asked for rows & columns, which is essentially what a copy/paste does. Since that apparently isn't what you want, you'll need to explain what it is you do want.

It is all rows and columns but it is not all consistent. The rows and column heights/widths vary down the page. Is there a way I can post the file to see?

A variation in row heights is perfectly normal - and is to be expected - as each paragraph goes into a separate cell. Unless you're pasting tables, though, you will not get multiple columns - everything will be in the same column. Column widths in Excel cannot 'vary down the page'.

Which I understand, and there would be a need to have merged columns in order to make this conversion work.
