Creating Formula to Match Old Account Structure with New Account Structure

Hey all,
I'm attempting to create a formula that will automatically search and paste the new account structure with the old.

In short, the "location" in the new structure is different from the "location" in the old structure. The new location is determined by the old location account number and the department number. For example, Loc 100 and Dept 220 would equal Loc 110 in the new structure.

I could concatenate the two old columns and then create a gigantic IF function but I can only have 64 nested. Is there anyway around this? There's basically 297 Loc and Dept combinations but only a handful of new Locs in the new structure. For example, Loc 100 and Dept 820 would also equal Loc 110.

Any help or ideas would be appreciated,
