Disallow changes to the Quick Access Toolbar in excel

Hi,

Is it possible to disallow changes to the Quick Access Toolbar in Excel programmatically?
I want to keep it enabled but I do not want users to make any changes to it.

Doesn't give you the right to mess with their settings, IMO, even if you could.

I found this before.
I want it to be at excel level for only workbook and not at windows level
