Disallow changes to the Quick Access Toolbar in excel

Hi,

Is it possible to disallow changes to the Quick Access Toolbar in Excel programmatically?
I want to keep it enabled but I do not want users to make any changes to it.

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
Doesn't give you the right to mess with their settings, IMO, even if you could.
